Thailand’s state investment plan for fiscal 2026 will give 51 state enterprises a combined 1.56 trillion baht for major infrastructure and development work, with a target to lift growth and strengthen the country’s ASEAN position.

Thailand has approved a state investment plan for fiscal 2026 that gives 51 state-owned enterprises a combined 1.56 trillion baht to deliver major infrastructure and development projects. Officials say the programme is designed to lift economic growth, support jobs and reinforce Thailand’s role as an investment hub in Southeast Asia.

Growth target and delivery standard

According to government analysis, the plan could add about 0.3% to GDP growth. Government spokesman Siripong Angkasakulkiat said implementation will be handled by the National Economic and Social Development Council, or NESDC, with a clear focus on efficiency. The target is to spend at least 95% of the total budget.

That spending discipline matters because the programme is being presented not only as a capital injection, but also as a test of execution. The government wants the money to move quickly into projects that improve energy, transport and logistics networks across the country.

Major projects in energy and transport

Several headline projects are already included in the state investment plan. The Electricity Generating Authority of Thailand, or EGAT, will modernise the national power grid across the north, northeast, central region and Bangkok with a budget of 4.48 billion baht.

Other large items include the Bangkok–Nakhon Ratchasima high-speed rail line, first phase, led by the State Railway of Thailand with 11.89 billion baht; the new MRT Purple Line from Tao Poon to Rat Burana, led by the Mass Rapid Transit Authority of Thailand with 11.32 billion baht; and the Rama III–Dao Khanong–Western Outer Ring Road expressway project, led by the Expressway Authority of Thailand with 3.89 billion baht.

Jobs, supply chains and productivity

NESDC says the projects should improve transport and power systems while creating thousands of new jobs. The government also expects higher production efficiency for state enterprises and stronger supply chains nationwide.

The plan is meant to spread benefits beyond Bangkok. Officials say the investments will cover all regions, supporting a more balanced pattern of growth and giving smaller provinces a greater share of development spending.

Longer-term fiscal outlook

The expected combined net profit of state enterprises in 2026 is 86.5 billion baht. For 2027 to 2029, planned investment is projected at 1.06 trillion baht, or an average of 353 billion baht per year. Over the same period, net profit is expected to exceed 270 billion baht, or roughly 90 billion baht annually.

That broader horizon is central to the state investment plan. The government says it is designed to support long-term stability, keep Thailand competitive against Malaysia, Vietnam and Indonesia, and prepare the country for a larger logistics role within ASEAN. It also includes closer cooperation with the private sector through public-private partnership, or PPP, models to improve spending efficiency and speed up delivery.
